At a Glance
The Court
The General Division is a trial court of general jurisdiction that hears both civil and criminal cases. The civil cases include, but are not limited to, person injury, contract appropriation and various administrative appeals.
The Bench
There are eleven judges in this division, each elected to six year term. To assist with the Court’s caseload, the Magistrates Office and the Mediation Program handle a portion of the civil cases.
Each judge has the following staff support to assist in case flow for court proceedings:
- Staff Attorney – The staff attorney assists the judge in legal matters before the court.
- Bailiff – The bailiff, as well as Deputy Sheriffs, are responsible for keeping order in the court. Bailiffs are also responsible for case management services for civil cases.
- Judicial Assistant (JA) – Judicial Assistants are responsible for the audio and video equipment to ensure each judge has a record for the court proceeding.
- Docket Support Specialist (DSS) – Each judge is assigned a Docket Support Specialist to document all criminal case activity. All Docket Support Specialists are managed by the Case Management Department.
Court Administrator’s Office
The Court Administrator’s Office provides administration for the General Division. The Court Administrator’s is also responsible for all human resources functions and provides financial and purchasing services for the court. The following departments and functions fall under the Court Administrator’s office:

- Liaison between the Bench and Court/Judicial Staff
Court Administration
The Court Administration Division is responsible for operations for the court. The following functions are managed by this division:
- Finance and Budgeting
- Court Security
- Human Resources
- Purchasing Services
- Facilities Management
Case Management
The Case Management Department provides an array of direct services to the court and general public. The following services are provided by this department:
- Investigative Services Section – provides valuable information to judges to assist the judge in determining the appropriate case resolution which may include community supervision or sentencing to a state institution.
- Civil Stalking Protection Order Section – assists residents of Montgomery County in filing for a protection order.
- Court Evidence Room Section – retains civil and criminal case evidence in accordance with Court policies.
- Interpreter Services Section – provides interpreters for non-English-speaking individuals and sign language interpreters for the hearing impaired, as mandated by the Ohio Revised Code 2311.14.
- Jury Services Section – manages all civil and criminal jury issues in compliance with jury management standards and Court policies.
- Magistrate and Mediation Sections – expedites case resolution and maintains an efficient case management schedule in civil cases.
- Pretrial Screening and Supervision Sections – interviews defendants for bond recommendations; monitors defendants placed on bond supervision while awaiting final disposition of their case.
- Docket Support Section – maintains schedule of judge’s criminal dockets to ensure cases proceed in an expeditious manner and in compliance with case management standards.
Probation Services
The Probation Services Promotes Safety, enforces orders of the Court, and supervises offenders granted community control, probation and/or intervention in lieu of conviction. This division has the capacity and authority to hold offenders accountable for the harm caused by their actions to victims and communities. The following departments are managed by this division:

- Secure Transitional Offender Program (STOP)
- Day Reporting Center
- Intensive Supervision Program

Information Technology
The Information Technology is responsible for all of technology for the court. The following functions are administrated by this division:
- Courtroom Technology (Video and Audio Recording)
- File and Print Services
- Networking and Cabling including the Court’s WI-FI
- Technology procurement and life Cycle
- Service Desk
- Critical Applications
- Court Web Site
- Procurement and management of contracts and vendors
- Cyber Security including Security Awareness

The Court’s Challenges
- Furnishing more treatment beds and creative programs for offenders with addiction and substance abuse issues.
- Providing more options (residential treatment and housing) for persons suffering with mental health issues because these clients remain in the County Jail or are sent to the Ohio Department of Rehabilitation and Correction because there are no other sentencing alternatives.
- Providing alternative treatment options for female offenders.
- Continue providing quality services to the court and community within our limited resources.

The Montgomery County Common Pleas Court General Division established the Speakers Bureau to increase awareness of our judicial system, its requirements and the role in the community. The goal of the program is to connect judges, court administration, and other court officials like probation and pre-trial officers with the community.
The goals of the Bureau to teach and instill an appreciation of the Judiciary’s role, the need for its independence from the executive and legislative branches, and how it functions in our government. The Bureau also wants to educate how important the “Rule of Law” is to any democracy.
This Speaker Bureau Program allows the community to identify speakers with specific expertise, provided free of charge and as a public service for your venue.
